I have found information about Handyman exemptions for requiring a contractor license if the total job cost is under $1000 and work is minimal but everywhere I look I cannot find any electrical exemption. Do you know of any license exemption other than the homeowner?

I have had basic and intermediate electrician classes in the NAVY but am not an electrician by trade. I have removed the 3 way switches and have power to both newly installed single pole switches. I need to identify the lead to the common load (an outside light) of the original 3 way circuit. My objective is to install a ceiling fan in the bedroom using the same wire and switch box that was formally part of a 3 way circuit. The other converted switch is near an entry way and will be the sole switch to the outside light. What is the best way to do this?

The circuit starts with only two old hot wires without invisible ground wire, coming into the junction box to a single pole light switch which goes right up to the ceiling fan and then to a set of black white and green wires to the junction box which connects to a second single pole light switch. The second light switch controls and outside light.
