Can an outside weather proof receptacle be added from a counter top GFCI protected circuit within NEC standards?

The kitchen counter top outlet circuits are dedicated for kitchen small appliances, therefore it would be best to locate a different power source for the outside receptacle, or install a new circuit.
I hope this helps,
Dave
