Electrical Question: My Condo circuit breaker box receives only 203 volts . Either black cable to white cable reads 117volt.
My Condo circuit breaker box receives only 203 volts . Either black cable to white cable reads 117volt. But the black cable to black cable reads only 204 volts. Why don’t it read 234 volts? The breaker for the stove and the breaker for the dryer reads 203 volts. My stove element does not glow red hot, it takes 15 min. to boil 2 cups of water. Thanks.
