I know they are rated for a 20amp breaker, but can you surpass that safely, and if you can by how much?

Bob, it will depend on the insulation type of the #12 AWG wire, but then again, as an electrician you know that you can look this up in Table 310-16, and the table is provided at the electrical wire link below.
Surpassing the amperage rating of any electrical wire is highly dangerous and not safe and can cause the wire to become over heated which could lead to a fire.
