Thanks for your electrical question.
Electrical troubleshooting is a process of elimination, just as you have made your checks of the most obvious components. If you have a voltage tester, I would test the voltage up at the fixture and work back towards the power source. If the power is present then the problem may very well be the ballasts, but I doubt it. Double check the circuit breaker. Turn it all the way off, then back on. Many times a circuit breaker may appear normal when it is actually tripped.
