Properly Testing Outlet Electrical Wiring

Electrical Question: My son blew the power in his room when he plugged in a computer. My husband used an electrical meter that showed there was power coming from the outlet wires, so he figured it was the outlet itself and replaced it. All the wires looked good. after putting in a new outlet, there is still no power even though the electrical meter shows positive for power. It should work, but when we plug in electrical devices they do not turn on, as if there is no power still. What else could be wrong?
