On my air conditioning condenser unit outside, I have an issue with my blower fan motor not running when switched on.

Question: On my air conditioning condenser unit outside,  I have an issue with my blower fan motor not running when switched on. How do I test the start capacitor, and if bad, how do I de-energize to remove part if need to replace?
