Electrical question about: Ceiling Fan Wiring

Received from a Beginner in Janesville, WI

Question: Hi, I have outlets in my bedroom where the top socket is controlled by a light switch. I would like to make all the sockets constant and add a ceiling fan and control that with the switch. What would you recommend as the simplest yet safe way to go about making that change? I am handy but not extremely experienced with wiring but my dad would be helping me with this project and he is quite experienced.
Thanks for your time.
